Twenty years after Sasaki prepared the plans for Harbour Town, EP/A worked with a team from Sea Pines to provide a new development program for Harbour Town, as well as other areas within the Plantation. Plans for revitalizing the tennis facilities and the construction of a permanent stadium court were foremost in the minds of the design team. EP/A and Stan Smith Designs, Inc. provided preliminary land planning and site design for the facilities. Lack of parking space had become critical during the summer months and alternatives were suggested to help alleviate the problem. Preliminary sketches were prepared showing two parking garages with the ground floor reserved for retail shops and offices. Also, just past the entrances, a villa rental lobby and seafood restaurant were proposed. Other recommendations were twelve golf villas, an expanded golf clubhouse, expanded family-oriented specialty shops, entertainment areas, and a much enlarged open green space for passive lawn activities, festivals and gatherings.
